RBE No. 37/2006: Staff Cars – Procurement

Sub: Replacement of staff cars – Requirements to be fulfilled.

As the Railway administration are aware, in terms of extant instructions, the General Managers, Additional General Managers, Principal Heads of Departments, Coordinating  Heads of Departments, Sr. Deputy General Managers and Divisional Railway Managers are entitled for replacement of their staff cars. If the vehicle proposed to be replaced has been procured against revenue account, it can be replaced on the basis of 1:1, and if it was procured against construction estimate, it can be replaced on the basis of 1:2, by condemnation of the vehicle being replaced and one more vehicle within the department.

Although instructions have been issued from time to time detailing the procedure for replacement of the staff cars, it has been observed that very often the Railways are coming up with proposals without furnishing the information/ documents required for processing such proposals, thus necessitating avoidable back reference being made to get the same. This often results in delay in getting the proposals cleared.

With a view to streamline the procedure, the instructions issued from time to time on the issue are hereby reiterated. While coming up with proposals for replacement of staff cars of the entitled officers, the following details may please be furnished:-

(a)   Registration number of the staff car to be replaced.

(b)   The date of purchase along with authority therefor (i.e. Board’s sanction number and date, along with a copy thereof).

(c)    Whether replacement can be met from construction organization.

(d)   Condemnation report of three Mechanical Officers.

(e)   A certificate that the vehicle will be condemned and sold by auction within three months from the date of placing fresh order.

(f)    Views of Finance.

(g)   Cash Flow Chart in the prescribed format (copy enclosed).

(h)   Certificate that no staff car earlier replaced is still operational on the Railway’s system in violation of the conditions of sanction.

Further, it is stated that in case of motor vehicles fitted with engines upto 20 hp (RAC), the life of the vehicle is taken as 150000 Kilometers or 6-1/2 years, whichever is reached later. Condemnation of the vehicle is to be done accordingly.

The aforesaid provisions may be strictly complied with, while coming up with proposals for replacement of staff cars of the entitled officers.
