RBE No. 182/2006: Redeployment of Surplus

Sub:     Redeployment of surplus staff

Ref: Board’s letter No.E(NG)I-2000/SR6/23, dated 25.05.2004 (RBE No. 105/2004).      

1.     Kindly refer Board’s letter of even number dated 19.06.2006 (RBE No. 83/2006) wherein the Railways were advised to ensure advance planning identifying the possible pockets where surpluses are expected to occur and as far as possible seek options from the surplus staff for appropriate alternative categories so as to avoid a situation when a junior being re-deployed earlier becomes senior to his erstwhile senior.

2.     Pursuant to further discussion on the issue in the DC/JCM meeting held on 4th and 5th April, 2006, it has been decided that staff that are likely to be declared surplus within a period of one year in a diminishing category, option be asked from the entire staff for change of category in recruitment grades on bottom seniority and the senior most optees be allowed to move to the new unit first rather than allow the junior most. In this manner, the senior employees absorbed earlier would continue to be senior to their erstwhile juniors. This is also in consonance with para X(2) of Board’s letter No.E(MPP)99/1/75, dated 28.11.2000 (RBE No. 206/2000).
