Sub: Appointment on Compassionate Grounds.

1. Under Railway Board’s letter of even number dated 06.10.1995 (RBE No. 114/1995) delegation of powers to the General Manager was made for deciding compassionate ground appointment cases where such requests are received within 20 years from death, for the first son or first daughter and within 2 years of the date of attaining majority, and it was laid down that where requests are received beyond the above parameters and if the cases are found to be of such merit as well sufficiently justify extending consideration then a reference should be made to the Board in the form of a detailed proposal with specific justification and personal recommendation of General Manager.
1.1 It may be noted firstly that cases of compassionate appointments are to be dealt with at the Railway’s level only and not at the Board’s level, and that prior approval of the Board should be obtained in the cases of the type referred to above and secondly, the cases of the referred to above are to be sent to the Board for prior approval only if the Railway finds them to be deserving ones.
2. It is seen that the cases of the above type are being referred to the Board in a routine manner without giving detailed justification as to why the railway finds the need to consider the request, and without bringing out whether the General Manager is personally satisfied with the justification.
3. Board, therefore, desire that the reference to the Board in future should be made only in deserving cases and must contain proper justification, and have General Manager’s personal approval.
