RBE No. 35/1999: Appointment on Compassionate Grounds – Minimum Educational Qualification

Sub: Appointment on Compassionate Grounds in Group ‘D’ posts – Minimum Educational Qualification.

Instructions have been issued by Board’s letter No.E(NG)II/98/RC-1/107, dated 04.12.1998 (RBE No. 277/1998) lying down the minimum educational qualification for recruitment of Group ‘D’ post in scale Rs.2550-3220 (RSRP)/ 2610-3540 (RSRP) as Class Eight pass, irrespective of the category or trade or department etc.
The question as to whether the provisions of the above letter are also to be applicable in the case of appointments made in Group ‘D’ on compassionate grounds, has been considered by the Board keeping in view the provisions contained in Board’s letter No.E(NG)II/86/RC-1/1, dated 25.03.1986 (RBE No. 66/1986). It has been decided that for appointment of widows on compassionate grounds against posts in Group ‘D’ that have been exclusively reserved for them, educational qualification need not be insisted upon. In All other cases of compassionate appointments in Group ‘D’ the prescribed minimum educational qualifications will apply.
However, if on the merits of an individual case the General Manager feels that relaxation in the minimum educational qualification is absolutely necessary, then such cases may be referred to the Board. In this context attention is also invited to the instructions contained in Boards letter No.E(NG)II/80/RC-1/4, dated 22.02.1989 (RBE No. 56/1989.
