RBE No. 108/2006: Promotion – Technician Grade III

Sub: Promotion of Group ‘D’ staff (Helpers Gr.I and II) in Workshops, Divisions, Diesel/ Elect./ EMU Loco Sheds and PUs, against DR quota.

1.     In terms of extant procedure the posts of Technician Grade III in the pay scale of Rs.3050-4590 in Workshops, Divisions and PUs are required to be filled as under:

(i)    25% plus shortfall, if any, against (ii) below by Direct recruitment from successful course completed Act Apprentices/ ITI pass candidates from the open market;

(ii)    25% from serving Helpers Gr.II and Helpers Gr.I with three years of regular service with educational qualification as laid down in the Apprentice Act, as per procedure outlined in Railway Board’s letter No.E(NG)I/96/PM7/56, dated 02.02.1998; and

(iii) 50% by promotion of staff in the lower grade as per prescribed procedure.

In Diesel/ Electric Loco/ EMU Sheds the above quotas are 60%, 20% and 20% respectively.

2.     A demand has been raised in the forum of PNM-NFIR that since a number of Group ‘D’ staff (Helpers Gr.II and Helpers Gr.I) are waiting for promotion for a number of years they may be promoted against DR quota posts as mentioned above as a one-time measure. The matter has been considered pursuant to discussion in the PNM-NFIR meeting held on 19-20.06.2006. It has been decided that Helpers in Workshops, Divisions, Diesel/ Electric Loco/ EMU Sheds and PUs may be considered for promotion as Technician Gr.III in the pay scale Rs.3050-4590 by diverting the respective direct recruitment quota vacancies and adding the same to promotion quota as a one-time measure up to 31.07.2007 subject to their passing the prescribed trade test.

2.1   The above relaxation will be subject to the following conditions:

(i)    Indents already placed on the RRBs  as well as quotas/ posts earmarked for appointment of handicapped persons, sports persons, appointment on compassionate ground and appointment against cultural, scouts & guides will not be affected; and

(ii)    The vacancies occurring after 31.07.2007 in the category of Technician Gr.III will be filled up strictly as per prescribed procedure in force as mentioned in paras 1 and 1.1 above.
