RBE No. 01/2019: Seniority – Traffic Apprentices vis-à-vis Station Masters – RRB CEN 03/2015

Sub: Clarification regarding seniority of Traffic Apprentices vis-à-vis Station Masters consequent to up-gradation of post of Assistant Station Master Grade Pay 2800 and its merger with the post of Station Master Grade Pay 4200 recruited through RRB CEN 03/2015.

1. Consequent to implementation of the recommendation of 7th Central Pay Commission, the posts of Assistant Station Master in GP Rs.2800 were upgraded and merged with that of Station Master in Grade Pay Rs.4200.
2. The issue of fixation of seniority of candidates who had appeared in the RRB Exam., against Employment Notice No. 03/2015 for the post of Traffic Apprentice/ Station Master has been under construction of Railway Board, on the matter having been raised by some of the Zonal Railways.
3. It has been decided that the separate panels of Traffic Apprentices and Station Masters, which are a product of same examination be merged and a combined panel be prepared. This will take care of the inter-se seniority of the candidates, who had appeared for the post of Assistant Station Master and Traffic Apprentice through – 03/2015.
4. The notional date of seniority of Traffic Apprentice be assigned with that of the date of completion of training of the Station Master. The inter-se seniority of each group i.e. Station Master and Traffic Apprentice be assigned as individual as per extant instructions taking into account the result of their training as per merit position obtained by them in examination held after training in terms of Para 303(a) of IREM, Vol-I, 2009 (Reprint Edition).
5. This decision for seniority will be one time exception from the existing rule of seniority for this panel (3/2015) only; not to be quoted as precedent.
