1. In terms of instructions contained in the Board’s letters referred to above, the Railway Administrations are required to take special care to ensure that the employees promoted are relieved without any undue delay so that they may join the new place of posting on promotion in time and do not suffer any monetary loss on this account. The instructions further stipulate that wherever the employees are not relieved even within three months of issue of promotion orders, such cases must be put up to DRM or Head of the Office, and the Controlling Officer held responsible for not relieving the staff concerned.
2. In the JCM-DC Meeting held on 27-28 June, 1997 the Staff Side brought to the notice of the Board that staff are not spared in time on their promotion and demanded that the promotion should be given effect from the date of issue of the orders so that financial benefit is equally available to all the promotees. After discussion, it was decided to reiterate the instructions regarding relieving the employees on promotion in time.
3. The Board according while reiterating the extant instructions regarding relieving the employees on promotion in time desire that the same should be scrupulously followed so that the concerned staff do not suffer any monetary loss on this account.
