Ref: Board’s letter (i) No.E(NG)I/95/PM1/8, dated 03.08.1995 (RBE No.85/1995), (ii) No.E(NG)I/90/PM1/11, dated 09.05.1991 (RBE No.100/1991), & (iii) No.E(NG)I/97/PM1/13, dated 11.07.1997 (RBE No.98/1997).
In terms of instructions contained in the Board’s letter referred to above, the Railway Administration are required to take special care to ensure that the employees promoted are relieved without any undue delay so that they may join the new place of posting on promotion in time and do not suffer any monetary loss on this account. The instructions further stipulates that wherever the employees are not relieved even within three months of issue of promotion orders, such cases must be put up to DRM or Head of the Office, and the Controlling Officer held responsible for not relieving the staff concerned.
Instances have come to the notice of the Board that staff have not been relieved by the Administration in time even on promotion, on administrative ground or the other, resulting in claims for stepping up of pay etc. of the concerned staff. This issue has also been taken up by NFIR in the forum of PNM.
The matter has been examined and it has been decided to reiterate the instructions regarding relieving the employees on promotion in time.
Accordingly, while reiterating the instructions contained in aforesaid letters regarding relieving the employees on promotion in time, it is desired that the same should be scrupulously followed so that the concerned staff do not suffer any monetary loss on this account.
