Sub:   Grant of relief to Central Govt. Pensioners and Family Pensioners under the Liberalized Pension Rules, Central Civil Services (Pension) Rules, 1972 and the Extra-ordinary Pension Rules.

A copy of OM No.42(4)-P&PW 86, dated 25.06.1986 of Ministry of Personnel Public Grievances and Pensions (Deptt. of Pension & Pensioners Welfare) on the above subject is sent herewith for your information and necessary action. As stated in para 22 thereof, these orders will apply to Railway Pensioners also.

OFFICE MEMORANDUM

Sub: Grant of relief to Central Government pensioners and family pensioners receiving pension under the Liberalised Pension Rules, Central Civil Services (Pension) Rules, 1972, and the Extraordinary Pension Rules.

1.     The undersigned is directed to refer to this Ministry’s O.M. of even No. dated 3rd March, 1986 on the above subject and to say that the President is pleased to grant further installment of relief w.e.f. 01.04.1986 @ 2.5% of pension subject to a minimum of Rs.2.50 and a maximum of Rs.12.50 p.m. to compensate the pensioners and the family pensioners for the rise in the cost of living (average price index level 616) according to the various categories of pensioners and rates of relief admissible to them as given in Tables I to IV.

2.1   These orders apply to all civil pensioners.

2.2   These orders also apply to Armed Forces pensioners, civilian pensioners paid out of the Defence Services Estimates, All India Service pensioners and Railway pensioners.

2.3   These orders do not apply to retired High Court and Supreme Court Judges. In their case separate orders will be issued by the administrative authorities concerned.

3.     The Accountants General and authorized Public Sector Banks are requested to arrange payment of relief to pensioners on the basis of above instructions without waiting for any further instructions from the Comptroller and Auditor General of India and the Reserve Bank of India in view of letter No.528-11/34-80-11, dated 23.04.1981 of the Comptroller & Auditor General of India addressed to all Accountants General and Reserve Bank of India Circular No. GANB No.2958/GA-64(ii)(CGL) 81, dated 21.05.1981 addressed to State Bank of India and its subsidiaries and all Nationalized Bank.
