Leave Reserve: RBE No.24/1988 – Junior Accounts Assistants

Sub: Provision of leave reserve for Section Officers (Ac/s) and Inspector of Stores (Accounts) in the category of Junior Accounts Assistants.
Ref: Board’s letter of even number dated 03.07.1986 (RBE No.120/1986).
1. Some Railways have sought clarification as to how the upgraded posts will be fitted into percentage distribution of 20 : 80 as between Accounts Clerk and Junior Accounts Assistant and whether there will be further up-gradation of 45% of the posts as Accounts Assistants in scale of Rs.1400-2600 (now increased to 80% under letter No.PCIV/86/Imp/30, dated 18.06.1987 (RBE No.158/1987). The matter has been carefully considered by the Board who have decided that the following course of action may be taken:
(i) The total number of existing posts of leave reserve for SO (Accounts)/ ISA/ TIA as on 01.04.1987 may be precisely arrived at.
(ii) All the posts of leave reserve may be operated in scale Rs.1200-2040.
(iii) The aggregate of Junior Accounts Asstt. and Accounts Assistant shall be distributed in scales Rs.1200-2040 and Rs.1400-2600 in the ratio of 20 : 80 respectively. As 20 per cent of the posts will be continued to be operated in scale Rs.1200-2040, it should be possible to accommodate the entire leave reserve requirement for SO (Accounts)/ ISA/ TIA in this category. These should accordingly be identified and shown separately in the cadre statement.
2. These orders are effective from the date of issue of this letter.
3. Attention is invited to para 3 of Board’s letter of even number dated 03.07.1986 (RBE No.120/1986) which may be complied with while upgrading post of Accounts Clerk to Junior Accounts Assistant.
4. This issues with the concurrence of the Finance Directorate of the Ministry of Railways (Railway Board).
5. This disposes of FA&CAO, Northern Railway’s letter No.86/Pr./C/9/37, dated 08.09.1987 and Smt. S. Jain, Dy.CAO(G), Western Railways letter No.ADM/IV/E633/0, dated 27.11.1987.
