IREM Rule No.317: Seniority For Promotion As Section Officer (Accounts) Or Inspectors Of Station Or Stores Accounts/अनुभाग अधिकारी (लेखा) या स्टेशन या भंडार निरीक्षक के रूप में पदोन्नति के लिए वरिष्ठता

317. (a) Seniority for promotion to the rank of Section Officer (Accounts) or Inspector of Station or Stores Accounts should count entirely according to the date of passing the examination qualifying for promotion to those ranks. Candidates who pass the examination in a particular year are ipso facto senior to those who qualify in subsequent years irrespective of their relative seniority before passing the examination. On receipt of the result of the above examination an appropriate Selection Board on each Railway Administration should immediately arrange to assign a suitable place to each such candidate in the panel based on their relative seniority. The staff placed on the panel in any year will rank enbloc senior to those empanelled in subsequent years.

अनुभाग अधिकारी लेखा या स्टेशन या भंडार लेखा निरीक्षक के पद पर पदोन्नति के लिए वरिष्ठता उस तारीख के अनुसार गिनी जाएगी, जिस तारीख को उम्मीदवारों ने उन पदों पर पदोन्नति के लिए अर्हक परीक्षा उत्तीर्ण की हो। किसी वर्ष विशेष में परीक्षा उत्तीर्ण करने वाले उम्मीदवार बाद के वर्षों में परीक्षा उत्तीर्ण करने वाले उम्मीदवारों से स्वाभाविक रूप से वरिष्ठ होंगे चाहे परीक्षा उत्तीर्ण करने से पहले उनकी परस्पर वरिष्ठता कुछ भी रही हो। उपर्युक्त परीक्षा का परिणाम प्राप्त होने पर, प्रत्येक रेलवे प्रशासन का उपर्युक्त चयन बोर्ड प्रत्येक ऐसे उम्मीदवार को तत्काल उसकी परस्पर वरिष्ठता के आधार पर पैनल में उचित स्थान प्रदान करेगा। किसी एक वर्ष में पैनल में स्थान प्राप्त करने वाले सभी कर्मचारी उन कर्मचारियों से वरिष्ठ होंगे जो बाद के वर्षों में पैनल में स्थान प्राप्त करेंगे।

(b) Directly recruited Section Officer (Accounts)/Cost Accountants and Inspectors of Station Accounts, if any, should be assigned a position on the proforma panel of these categories as soon as they are given charge of working posts after completion of the prescribed training. They should be placed below the last man officiating against a non-fortuitous vacancy in these categories of a Section Officer (Accounts). In case more than one direct recruit has to be assigned a position, their inter-se seniority should be with reference to the position assigned to them by the Railway Recruitment Board. They will retain their seniority thus allotted subject to their passing Appendix 3 (IREM) examination within the prescribed period, except in the case of Cost Accountant who are not required to pass such an examination. In the event of any directly recruited Section Officer (Accounts) not passing the examination within the prescribed period, he is liable to be discharged. In case, however, a further chance is given, the question of his retaining his original seniority will be considered on the merit of each case. Such cases should be referred to the Railway Board for decision.

जैसे ही सीधी भर्ती वाले अनुभाग अधिकारी हों, (लेखा)/ लागत लेखापाल और स्टेशन लेखा निरीक्षकों, यदि कोई हों, को निर्धारित प्रशिक्षण पूरा होने के बाद कार्य पदों पर कार्यभार सौंपा जाए, उन्हें इन कोटियों की प्रोफार्मा पैनल में स्थान दिया जाए उन्हें अनुभाग लेखाधिकारी (लेखा) की इन कोटियों के ऐसे रिक्त स्थान पर, जो आकस्मिक ना हो, स्थानापन्न रूप में कार्य कर रहे अंतिम व्यक्ति के नीचे स्थान दिया जाना चाहिए । उन मामलों में जहां एक से अधिक सीधी भर्ती वाले व्यक्ति को स्थान देना हो वहां उनकी आपसी वरिष्ठता रेल भर्ती बोर्ड द्वारा उनको दिए गए स्थान के संदर्भ में निश्चित की जाए । लागत लेखा पालों को छोड़ कर जिनके लिए परिशिष्ट III (IREM) परीक्षा उत्तीर्ण करना अपेक्षित नहीं है, उन्हें इस प्रकार दी हुई उनकी वरिष्ठता बनी रहेगी वशर्तें निर्धारित अवधि के भीतर परिशिष्ट III (IREM) परीक्षा उत्तीर्ण कर लें। यदि कोई सीधी भर्ती वाला अनुभाग अधिकारी लेखा निर्धारित अवधि के भीतर परीक्षा उत्तीर्ण न करें, तो उसे सेवा मुक्त किया जा सकता है। लेकिन, यदि उसे परीक्षा उत्तीर्ण करने के लिए एक और अवसर दिया जाए तो इस प्रश्न पर कि वह मूल वरिष्ठता रख सकता है या नहीं प्रत्येक मामले में गुणावगुण के आधार पर विचार किया जाएगा। ऐसे मामले निर्णय के लिए रेलवे बोर्ड के पास भेजे जाने चाहिए ।
