Incentive: RBE No.134/1986 – Grant of Incentive to Staff/ Officers

Sub: Grant of incentive to staff/ officers posted at RCF/ Hussainpur.
1. Production in RCF is required to be commenced on a crash programme basis. This has necessitated the building up of a nucleus of a trained and experienced railway staff. To achieve this objective, Department of Railways have decided that the following incentives may be offered to employees selected ring for transfer to the new Coach Factory:
(i) (a) Staff in Group ‘C’ & ‘D’ drafted from other zonal railways/ Production Units may be considered for out of turn promotion (if found fit) upto two grades higher than the grade held by them on a regular basis in their parent cadre, or
(b) Staff in Group ‘C’ & ‘D’ drafted for this project may be sanctioned out of turn promotion (if found fit) in the next higher grade than the grade held by them on a regular basis in their parent cadre and may be sanctioned upto a maximum of two advance increments, subject to their pay in the promotion grade not exceeding the maximum of that grade; or
(c) Staff in Groups ‘C’ & ‘D’ drafted for this project may be sanctioned upto a maximum of five advance increments in the present time scale, subject to their pay plus advance increments not exceeding the maximum of the scale.
(d) Staff in Groups ‘C’ & ‘D’ drafted from Zonal Railways and Production Units will be entitled to opt for any one of the incentives mentioned above in sub paras (a), (b) and (c).
(ii) Officers posted to the project from other Zonal Railways/ Production Units, upto and inclusive of J.A. grade, may be sanctioned upto a maximum of three advance increments in the time scale, subject to the maximum of the scale not being exceeded.
(iii) Staff drafted from other Railways/ Units may be considered for priority allotment of quarters, vis-a-vis direct recruits.
2. The above incentives will be applicable to employees transferred from other Zonal Railways/ Production Units and posted and working at the project site/ office located in Punjab and will not be admissible to those directly recruited to this project. All incentives will stand withdrawn in case an employee reverts to his parent organization.
3. An option to revert to the parent organization after a period of 5 years will also be available to those staff who are keen to return after the project has been commissioned, by foregoing benefits acquired at Rail Coach Factory.
4. In order to ensure that induction of staff to the RCF is placed on a sound footing in accordance with prescribed rules and procedures, all relevant transfer/ recruitment proceedings and panels including those received from RRBs should be referred to CPO/N. Rly. for vetting and clearance before approval and implementation.
5. The sanction will be made effective from 01.08.1986 to 31.07.1987, after which the same will be reviewed. Above sanction will also be applicable to eligible staff who have joined the Project on transfer earlier, to 01.08.1986.
6. This issues with the concurrence of Finance Directorate of the Department of Railways.
