House Rent Allowance: RBE No.52/1986 – HRA within radius of 8kms of Municipal periphery

Sub: Delegation of powers to Additional General Managers in the matter of sanction of House Rent Allowance to Railway Employees working at places falling within 8 Kms. of Municipal periphery of qualified cities.

1.     According to para 2 of Board’s letter No.E(P and A)II/71/JCM/7, dated 18.09.1971 initial sanction of House Rent Allowance for any locality on the basis of the dependency certificate issued by the concerned Collector/ Deputy Commissioner will continue to be issued by the Railway Board and further extensions, based on the fresh dependency certificates issued by the Collector/ Deputy Commissioner, will be granted by the General Manager, with the concurrence of his FA and CAO, after ensuring that the conditions which weighed at the time of initial sanction continue to hold good and that the powers delegated should be exercised by the General Manager personally and not further re-delegated.

2.     The Board have now decided to re-delegate the powers of granting further extensions, based on the fresh dependency certificates issued by the Collector/ Deputy Commissioner, to the Additional General Manager who will decide the cases with the concurrence of his FA and CAO, after ensuring that the conditions which weighed at the time of initial sanction continue to hold good. The powers delegated to the Additional General Manager are not to be further re-delegated.

3.     These orders take effect from the date of issue of this letter.

4.     This has the sanction of the President and issues with the concurrence of the Finance Directorate of the Department of Railways.
