Sub:   Liberalisation of House Building Advance – notional pay to be reckoned on.         

Reference this Ministry’s letter No.F(E)Spl. 88/Adv. 3/4, dated 03.03.1988 (RBE No.40/1988) extending the provisions of their letter No.F(E) Spl. 87/Adv. 3/12, dated 09.07.1987 (RBE No.369/1987) to those employees also who had drawn the entire amount of House Building Advance.

One of the conditions laid down for enhancement of the amount of advance sanctioned in the past was that pay for this purpose would be the ‘notional’ basic pay reckoned on the date of issue of the original house building advance orders. On receipt of a number of references enquiring whether ‘notional’ pay can be fixed on a date prior to 01.01.1986, Ministry of Urban Development have issued a clarification in this regard and a copy of their O.M. No.1/17011/3/86-H-III, dated 21.11.1988 is forwarded herewith. The instructions of Ministry of Urban Development will apply mutatis mutandis to Railways.

OFFICE MEMORANDUM

Sub: Liberalisation of House Building Advance.

1. By issuing O. M. of even number dated 15.02.1988, this Ministry extended the provisions of the O.M. of even number dated 24.06.1987 to those past cases where the entire amount of House Building Advance had been  drawn before 24.06.1987, subject to certain conditions.

2. One of the conditions laid down was that pay for this purpose would be the ‘notional’ basic pay reckoned on the date of issue of the original house building advance orders. A number of representations have been received enquiring whether ‘notional’ pay can be fixed on a date prior to 01.01.1986. It is hereby clarified that in spite of the fact that 4th Pay Commission recommendations were made effective from 01.01.1986, the ‘notional basic pay’ for the purpose of this Ministry’s O.M. dated 15.02.1988 is to be fixed on a date of which House Building Advance was drawn irrespective of the fact whether that date is earlier or later than 01.01.1986.

3. Government servants are entitled to one enhancement only. Those who were sanctioned advance prior to 07.04.1984 were made eligible for an enhancement under the 24.06.1987 and 15.02.1988 orders.

4. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders issue in consultation with the Comptroller and Auditor General of India.
