Commission Bearers: RBE No.08/1989 – Absorption in the Catering Department

Sub: Commission bearers in the Catering Department – Absorption of.

1. Instructions regarding absorption of commission bearers on the Railways were last issued vide Railway Board’s letter No.E(NG)II-78/RR-1/7, dated 26.04.1978 where under decision was communicated for absorption of 1012 commission bearers on different Railways, the distribution Railway-wise being as indicated therein. Subsequent to the above, instructions were also issued in Board’s letter No.E(NG)III-78/RR-1/7, dated 07.03.1979 to consider the absorption in the second phase of implementation, but it appears that much  progress in this regard could not be made on the Railways.

2. The question of absorption of more commission bearers in regular employment has been under consideration of the Ministry of Railways for some time. It has now been decided to create 429 (four hundred and twenty nine) posts of bearers in scale Rs.775-1025 in group ‘D’ on various Railways for the absorption of commission bearers who have completed (10) ten years of working as commission bearers in order of their seniority. In this connection attention is also invited to the instructions already contained in item (iii) of Board’s letter No.84/TG-III/639/Supreme Court, dated 10.11.1986 laying down that for absorption of the Commission Bearers against vacancies in duly selected establishment, suitability for regular employment as Bearers should be adjudged by a Committee of Officers not below the rank of Senior Scale, which may also please be complied with. Absorption in regular employment is also subject to medical fitness. The Railway wise distribution of 429 posts is as under:

Central – 62, Eastern – 57, Northern – 3, N.E. – 6, Southern – 212, South Central -20, South Eastern – 69 = Total 429.

3.   The above distribution bas been made based on the statistical information furnished by the respective Railway Administrations in regard to the number of commission bearers working on Railways who have put in more than 10 years of working as commission bearers as on 01.10.1987.

4.   Ministry of Railways desire that adequate steps should be taken to ensure that with the absorption of commission bearers in regular scales, the sale of the catering establishment does not decrease and the service to the travelling public does not suffer.
