Elect. Asstt.: RBE No.62/1997 – Mode of Filling Vacancies

Sub: Mode of filling up the vacancies in the category of Diesel Asstt./ Elect. Asstt. in the running cadre.

1      In terms of instructions contained in the Board’s letters (1) E(NG)I-84/PM7/56, dated 03.11.1987 (RBE No.269/1987), (2) E(NG)I-90/PM7/34, dated 16.07.1991 (RBE No.131/1991), (3) E(NG)I-90/PM7/34, dated 15.10.1991 (RBE No.178/1991), (4) E(NG)I-90/PM7/34 Pt.II, dated 18.10.1993. (RBE No.157/1993) vacancies in the category on Diesel Asstt./ Elect. Asstt. are required to be filled as under:-       

(a)  50% of the vacancies by lateral induction from amongst First Firemen who are at least 8th Class Pass and are below 45 years of age – Shortfall, if any, by promotion by usual selection procedure from amongst the Second Fireman who are 8th Class Pass and are below 45 years of age;        

(b)   Balance 50 of the vacancies by lateral induction of Matriculate First Firemen with minimum three years continuous service – Shortfall, if any, by promotion from amongst Matriculate Second Firemen through Departmental Examination; 

(c)  Shortfall, if any, against (a) and (b) above is to be made good by Departmental Examination from amongst Matriculate Cleaners with five years continuous service; 

(d)   Shortfall, if any, against (c) above should be made good by (i) lateral induction of Skilled Artisans (Diesel/ Electric Fitters), and (ii) Matriculate Diesel/ Electric Cleaners/ Khalasis having Course Completed Act Apprenticeship/ ITI qualification in appropriate trade and a minimum of 3 years     continuous service in Diesel/ Electric Loco Sheds, subject to a maximum of 20% of the vacancies;

(e)   If still there is some shortfall, the same should be made good by direct recruitment through RRB.

2.    With the phasing out of Steam Locos, the question of revising the mode of filling up the vacancies in the category of Diesel Assistant/ Electric Assistant has been considered by the Ministry of Railways in consultation with both the Federations namely All India Railwaymen’s Federation and National Federation of Indian Railwaymen. After carefully considering the matter, it has been decided that the entire vacancies in the category of Diesel Asstt./ Elect. Asstt. will now be filled up from amongst volunteering Diesel/ Electric Loco Fitters of Diesel/ Electric Loco Sheds/ Out Station Sheds subject to their fulfilling the following conditions: 

(a)  They should have completed three years of service as Skilled grade III Diesel/ Electric Loco Fitters in the Diesel/ Elect. Loco/ Out Station Sheds.

(b)  They should be Course Completed Act Apprentices in the Elect./ Mech./ Electronics Engineering trade or Matriculates with ITI as an additional preferable qualification in these trades.

(c)    They should not be above 35 years of age (40 years in the case of staff belonging to SCST).

(d)            They should be fit in the appropriate medical category prescribed for appointment to the posts of Diesel Asstt./ Elect. Asstt.       

2.1   In the event of sufficient number of staff as at (a) above not volunteering, skilled grade III Diesel/ Elect. Loco Fitters with less than three years service but total service of 6 years and Diesel/ Elect. Loco Group ‘D’ staff with a total service of six years in Diesel/ Elect. Loco/ Out Station Sheds and who fulfill the other conditions indicated in (b), (c) and (d) of para 2 above may also be allowed to volunteer to make good the shortfall.

3.     The volunteering staff should be subjected to a selection as per extant procedure including the psycho test and those empanelled will be posted as Diesel/ Electric Assistants after successful completion of the prescribed training. 

4.    To begin with, to the extent the steam staff, surplus or otherwise, is available, the existing mode of filling up the vacancies as per (a), (b) & (c) of para 1 above, may be followed and the entire shortfall made good as per revised mode as contained in para 2 above. After the steam staff is not available, all the vacancies in the category of Diesel Asstt./ Electric Asstt. may be filled as per the revised mode.     

5.     With the revised mode of filling up the vacancies in the category of Diesel/ Electric Assistants coming into effect, the General Managers will have the powers to authorize filling up of the resultant Diesel/ Electric Loco Group ‘D’ vacancies in Diesel/ Electric Loco/ Out Station Sheds through direct recruitment duly keeping in view the extant policy of the Board.
