Diesel Assistants: RBE No.196/1998 – Filling up Vacancies

Sub: Method of filling up the vacancies in the category of Diesel Assistants/ Electrical Assistants in the running cadres.

1.     In terms of Board’s letter of even number dated 25.04.1997 (RBE No.62/1997) the entire vacancies in the category of Diesel/ Electric Asstts. are required to be filled from amongst volunteering skilled Grade-III fitters and Diesel/ Elect.  Loco Group-D staff of Diesel/ Elect. Loco/ Out Station Sheds subject to the conditions stipulated therein.

2.     The Railway Administrations have reported that for various reasons, such as extremely poor response of, maintenance staff of Diesel/ Electric Loco/ Out station Sheds and their success rate, it has not been possible to fill up the vacancies in the category of Diesel/ Electric Assistants in terms of instructions contained in the Board’s letter of even number dated 25.04.1997 (RBE No.62/1997). It has also been reported that having regard to the cadre strengths of Diesel/ Electric Sheds, it will not be possible to meet the requirement of running staff beyond 20 to 25 of the vacancies. The matter was also referred to the Federations explaining to them the need for restoring an element of direct recruitment in the category of Diesel/ Electric Assistants. After taking into account the views expressed by the Federations, Railway Board have decided that in partial modification of instructions contained in their letter of even number dated 25.04.1997 (RBE No.62/1997), the vacancies in the category of  Diesel/ Electric Assistants shall be filled as under:- 

(i)    50% of the vacancies to be filled up from amongst the volunteering Diesel/ Elect. Loco fitters/ Diesel Elect. Loco Group-D staff in the manner and subject to the conditions laid down in Board’s letter of even number dated 25.04.1997 (RBE No.62/1997); and

(ii)    50% of the vacancies plus the shortfall, if any, against (i) above by direct recruitment through RRBs.

2.1   It has further been decided that for meeting the requirement of running staff of those Divisions where no sheds are located or where sheds are located but sufficient number of shed staff is not available for selection as Diesel/ Elec. Assistants, General Managers may combine more than one division for this purpose. The shed staff may indicate the order of preference of Divisions and based on the position in the panel and order of preference, the selected staff may be allotted to the particular Division having regard to the number of vacancies.

2.2   Qualification for direct recruitment will be:- 

(a)  Matriculation pass or its equivalent, or 10th class (or tenth standard) pass under the 10+2 system; plus

(b)  ITI qualification or Act Apprenticeship pass under the Apprentices Act, 1961 in any of the specified trades.
