Casual Leave: RBE No.44/1998 – Reduction in CL entitlement

Sub: Reduction in Casual Leave entitlement – Recommendation of the Fifth Pay Commission.
In the light of the recommendations of the Fifth Central Pay Commission contained in Chapter 118 of the Report relating to hours of work and holidays etc., it has been intimated by the Ministry of Personnel, Public Grievances and Pensions (Department of Personnel and Training), that the Government has decided to reduce with effect from 1st January, 1998 the number of days of casual leave for Central Government employees from the existing twelve days to eight days in a year. Accordingly, the Ministry of Railways have decided that in the case of Railway Staff entitled to casual leave for twelve days in a calendar year, the entitlement stands reduced to eight days in a year with effect from 1st January, 1998.
The Ministry of Personnel, P.G. & Pensions (Deptt. of Personnel and Training) have also intimated that where the casual leave entitlement for certain categories is higher than twelve, the Departments concerned may effect corresponding reduction w.e.f. 1st January, 1998. Accordingly, the Ministry of Railways have also decided that the categories of Railway staff which are entitled to 15 days casual leave in a calendar year, their entitlement would stand reduced to eleven days w.e.f. 01.01.1998. Similarly, those entitled to 17 days as per orders hitherto will now be entitled to only 13 days casual leave w.e.f. 01.01.1998.
The above decisions will apply to all Railway servants working in the Zonal Railways, Production Units etc., and their compliance ensured accordingly.
