RBE No. 94/1997: Promotion – Selection Posts – Procedure

Sub: Procedure for filling up selection posts.
In terms of para 216(A)(ii)(b) of IREM, Vol-I, 1989 Edition, selections are required to be conducted regularly as per extant instructions. The extant instructions as contained in Board’s letter No.E(NG)I-79/PM1/105, dated 15.04.1979 and as reiterated from time to time require that selection should be held annually. However, on account of the panel getting exhausted the earlier selection not throwing up adequate number of empanelment/ promotion etc. selections may be required to be held within a short time of finalizing the selection. It is seen that the practice prevailing in this regard in the Railways is that in such cases, the next selection is held after observing a gap of 6 months from the date of first selection. The question of laying down suitable instructions in this regard has been under consideration of the Board for sometime in consultation with the Railway Administrations. It has now been decided that in cases where holding the next selection becomes necessary before a gap of one year, the same may be held after a minimum time gap of 6 months from the date of approval of the panel finalized as a result of the first selection. This condition of six months restriction between selections will not, however, apply to General Selections which are conducted by calling options from serving employees fulfilling the prescribed eligibility conditions.
