RBE No. 75/1985: Pay Clerks – Filling up of Vacancies

Sub: Filling up the post of Pay Clerks in Cash and Pay Department in scale Rs.330-560 from amongst Shroff in the same scale.

1. Reference this Ministry’s letter of even number dated 11.07.11984 wherein it was laid down that Senior Clerks in scale Rs.330-560 in Cash and Pay Branch of Accounts Department will be eligible for the post of Pay Clerks (Cashiers) in the scale of Rs.330-560 subject to the condition as stipulated therein.
2. The question of Seniors Shroff in scale Rs.330-560 also been made eligible for consideration for the post of Pay Clerks (Cashiers) in the same scale on the analogy of decision regarding Senior Clerks referred to above has been under consideration of the Ministry of Railways. After consulting the two recognized Federations, it has now been decided that Seniors Shroff in scale Rs.330-560 (RS) will be eligible to be considered for the post of Pay Clerk s (Cashiers) in the same scale. This will be subject to the following conditions which should be made clear to the concerned staff:-

(i) The induction of Seniors Shroff as Pay Clerks in scale Rs.330-560 (RS) will be against the existing 85% quota allotted for promotion of (i) Shroffs/ Podars (ii) Clerks and other Class III staff in Cash and Pay Department and (iii) staff of Accounts Department and other Departments in case that order of preference as Pay Clerks. In other words, no separate quota will be available to them over and above the existing quota of 85%.
(ii) In the list of eligible persons drawn up for conducting selections, inter-se-seniority will be determined in terms of para 321 of the Indian Railway Establishment Manual which governs the seniority of the employee in intermediate grades belonging to different seniority units appearing for selection posts in one and the same category and grade. The selected Senior Shroff will, however, count their seniority in the cadre of Pay Clerks from date of joining the post of a Pay Clerk (Cashiers) in scale Rs.330-560 (RS) (maintaining their relative seniority positions in the panel) although they might be already working in the same scale as Senior Shroffs.
(iii) The pay of Senior Shroffs inducted as Pay Clerks (Junior Cashiers) will be fixed in terms of Rule 2017(a)(ii) R-II.
