RBE No. 76/1985: Co-operative Societies – Registration

Sub: Registration of Cooperative Societies on Railways.

1. The Registrars of Cooperative Societies, all State Governments and Union Territories of India were requested vide Board’s letter No.73/E(Coop)/L/4/19, dated 25.11.1973 (with two copies to GMs all Indian Railways including CLW, DLW and ICF) that before registering a Labour Cooperative Society for taking up Railway Contracts, the General Managers of the Zonal Railway concerned may be consulted as to the desirability of registering such a cooperative society, indicating the particulars of the societies already existing. The General Managers are required to send their recommendations to the concerned Registrar of Cooperative Societies keeping in view the work potential and possibility of such work being awarded to the society after its registration.
2. Instances have come to the notice of this Ministry that certain Labour Cooperative Societies have been registered without prior consultation with the concerned General Managers. This has led to a situation where in certain cases, such of the Labour Cooperative Societies have been debarred by the Railway administration from being considered for the award of labour handling contracts etc. and this has led affected societies to represent against that.
3. The Board have considered this aspect and have decided that in the matter of awarding goods and parcel handling contracts in future, the Railway may entertain the offers from all Bonafide and general Labour Cooperative Societies, without insisting upon the requirement of their registration with prior concurrence of the General Managers.
