RBE No. 207/1986: Retention of Railway accommodation – on deputation

Sub: Retention of railway accommodation by railway servants proceedings on deputation/ secondment to COFOIS.

1. In para 2 of Board’s letter No.E(G)86 RN2-6, dated 17.05.1985 (RBE No. 142/1985), it has been provided that in cases of deputation and secondments in India including deputation to other Ministries/ Departments of Central or State Governments and Public Sector Undertakings including RITES and IRCON, the employees would be allowed retention of railway accommodation for a period of two months only on normal rent and that they cannot retain the railway accommodation beyond this specified period of two months on any grounds whatsoever even on payment of double the assessed/ market rent, etc. Subsequently, in Board’s letter No.85/W2/22/5, dated 17.06.1986, the following position was advised to the GMs, All Indian Railways, etc. in regards to the officers taking up assignments in CRIS,/RCF/COFIS/RITES/IRCON:

(i) The officers, who opt for deputation to the above named organizations in future would have to vacate their Railway accommodation before being released to take up their assignments in these organizations.
(ii) Railway officers, who are presently working with RITES/IRCON and are occupying railway quarters and have not vacated the same, should vacate their quarters before 30.06.1986. If they feel to do so, they should be recalled from deputation.

2. It has been represented to this Department that the requirement of enforcing vacation of railway quarter before being released from their previous posting to join the COFOIS, New Delhi and RCF/KXH is coming in the way of manning the posts in the said organizations. The matter has been carefully considered by the Department of Railways and they have decided that COFOIS and RCF may be excluded from the purview of the orders issued under their letter No.85/W2/22/5, dated 17.06.1986 aforementioned.
3. This has the approval of the President and issues with the concurrence of the Finance Directorate of the Department of Railways.
