RBE No. 02/1986: Restructuring – Running Staff

Sub: Cadre Restructuring of Running Staff.
Ref: Items I & II – Loco Running Staff and Traffic Running Staff of Annexure-I to Board’s letter No.PCIII/84/UPG/19, dated 25.06.1985.

 

1. A point has been raised as to the manner in which the number of additional posts in Driver ‘A’ Spl. scale Rs.550-750 and Guard ‘A’ Spl. Rs.425-640 who are working trains having a run of 250 km and above, should be calculated.
2. It is the intention of the Board that the existing links for Mail/ Express trains as distinguished from Passenger trains should be preserved intact.
However, in order to calculate the number of posts of Guards and Drivers working Passenger trains having a run of 250 km and above, it would be sufficient if the Railway assess directly from the existing Passenger trains crew links the notional number of crews required for working such trains based on the ratio between the kilometrage of trains with a run of 250 km and above and the total link kilometrage. The aggregate number of these posts (notionally arrived at) may be upgraded to ‘A’ Special. In the circumstances, there will be situations where both ‘A’ Special and ‘A’ grade running staff will be working Passenger Trains. Similarly, there would be no need to work out separate links for higher grade posts of Guards and Drivers working EMU Trains. The upgraded posts in ‘A’ Special will continue to be part of the existing link along with ‘A’ grade staff.
3. The Board desire that expeditious action may be taken to determine the number of higher grade posts and implement restructuring orders without further delay.
4. Please acknowledge and thereafter, advise the number of posts that have been upgraded.
