IREC Rule No.1110: Crediting Leave Account With Unutilized Joining Time

1110.  Crediting Leave Account With Un-utilized Joining Time:-

When a Railway servant joins the new post without availing of the full joining time, the number of days of joining time as admissible under these rules subject to the maximum of 15 days, reduced by the number or days actually availed of, shall be credited to his leave account as leave on average pay. The credit of the joining time to the leave account will be subject to the usual restriction on accumulation of leave on Average Pay in the leave account. No special Casual Leave in lieu of joining time will be admissible.

    I was released from a job as A clerk Gr- II to join a new job as station master in another railway by my own opinion,I was not granted any joining time leave.But I delayed to join the new job for 2 days. My past service rendered as clerk GrII was approved for pensionary benefit by competent authority. My question is that how the 2 days time gap/ break in service will be regularised while determining the whole service period from the past service? Shall it treat as ” NON QUALIFYING SERVICE” or ad “EOl”?
