Travelling Allowance Rules: RBE No.22/1987 – Provision of Full Daily Allowance

Sub: Travelling Allowance Rules – Provision of Full Daily Allowance – Implementation of the recommendations of the Fourth Pay Commission.
1. Consequent upon the decision taken by the Government on the Fourth Pay Commission’s recommendation relating to Daily Allowance, sanction of the President is hereby conveyed, in partial modification of this Ministry’s letter of even number dated 04.12.1986 [Para 1(b) of Annexure] (RBE No.241/1986), to the grant of full Daily Allowance upto 180 days on tour to the Railway employees belonging to Groups ‘B’, ‘C’ & ‘D’ as follows:
(a) On Tour/ Temporary transfer:
Limits for grant of Daily Allowance for days of halts The admissibility of Dilly Allowance for continuous halts at places outside the Railway servant’s headquarters during tour/ temporary transfer will be as follows:
(i) First 180 days – Full Daily Allowance
(ii) Beyond 180 days – Nil
Consequent upon the grant of full daily allowance for the period of temporary transfer upto 180 days, in modification of instructions contained in Board’s letter No.F(E)I/69/AL/28/10, dated 16.05.1973 as amended from time to time, the transfer grant will not be admissible for temporary transfers not exceeding 180 days.
(b) On Training: For attending a course in India:
The admissibility of Daily Allowance at a place outside Railway servant’s Headquarters, where board and lodging are not provided, shall be as follows:
(i) First 180 days – Full Daily Allowance
(ii) Beyond 180 days – Nil
This is in modification of orders issued in Board’s letter No.E(Trg.)73 (35)/3, dated 29.01.1974.
2. In cases where prolonged stay is envisaged at the temporary duty station beyond 180 days the appropriate course would be to issue the necessary transfer order.
3. Other terms and conditions for grant of Daily Allowance will remain unchanged.
4. These orders take effect from 01.11.1986. Orders in respect of Group ‘A’ Officers, as and when issued will also take effect from 01.11.1986.
