Sub: Grant of Transport Allowance to Railway Employees – Extension of benefit of Transport Allowance at double the Normal Rates to Deaf and Dumb Employees – Implementation of the Order of the Apex Court – regarding.

1. In compliance of the Order dated 12th December, 2013 of the Hon’ble Supreme Court of India in Writ Petition (Civil) No.107/2011 (Deaf Employees Welfare Association & Another Vs Union of India & Others), it has been decided to extend the benefit of Transport Allowance, as admissible to blind and orthopedically handicapped employees in terms of para-2 (i) of Board’s letter No.PC-V/2008/A/TA/2, dated 12.09.2008 (RBE No.111/2008), to deaf and dumb Railway Employees also, with immediate effect, subject to the condition that the recommendation of the Head of ENT Department of a Railway or Government Civil Hospital is received by the Head of Department and fulfillment of other conditions mentioned in Railway Board’s letter No.F(E)I-78/AL-7/5, dated 23.10.1978 read with Board’s letter dated 12.09.2008 (RBE No.111/2008).

2. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.
