Transfer: RBE No.126/1998 – To New Railway Zones

Sub: Creation of new Railway Zones – Transfer of Group ‘C’ and ‘D’ staff from the Headquarters Offices of the existing Zonal Railways to the new Zones.

1. Reference instructions contained in this Ministry’s letter No.E(NG)I-96/TR/36, dated 06.12.1996 (RBE No.123/1996) on the above subject as modified from time to time and letters No.E(NG)II-96/PO/Genl./3 Pt., dated 02.01.1997 and E(NG)II-96/PO/Genl/3, dated 31.10.1997 regarding transfers of posts to the new Zonal Railways.

2. A case has come to the notices of the Board where a few vacant posts in higher grade in a particular category from the headquarters office of an existing Zonal Railway have been transferred to the headquarters office of a new Zonal Railway without transfer of corresponding workload and optees from the same category. However, optees in similar grade from another category had been transferred. This led to a peculiar situation of workload not having been transferred to the new Zones, and inability of the Railway Administration to promote senior staff in the lower grade because of non-availability of higher grade posts.

In this connection, it is clarified that within the overall ceiling of percentage laid down under this Ministry’s letter dated 02.01.1997 referred to above, wherever optees in higher intermediate grade are transferred, they should be transferred along with the posts to the new zonal headquarters as far as possible so that the type of situations as above do not arise.
