Sub: Revised Training Modules of Non-Gazetted Staff of Electrical Department.

Ref:  (i)    Board’s letter No.E(MPP)/2019/3/44, dated 27.01.2020 (RBE No.10/2020),

(ii)    SCR’s letter No.SCR/P-HQ/EL/155/25/2021/Sangh/Union, dated 01.09.2022.

1. With reference to your office letter mentioned at (ii) above, it is clarified that the revised training module has been issued to provide a common standard minimum training across Indian Railways to the employees/ recruits of Electrical Department. The prescribed standard training schedule is mandatory in nature and the rest of the training period, if any, shall be handled by the zone. It in no way changes the service conditions including overall training period of an employee which are governed by IREC and IREM.

2. As per the training module issued vide Board’s letter No.E(MPP)/2019/3/44, dated 27.01.2020 (RBE No.10/2020), training module for 78 weeks has been prescribed for non-ITI Apprentice Technicians, which does not mean that it has reduced the training period in supersession of provisions of IREM. The training period will continue to be guided by Para 159(3) of IREM Vol-I (1989 Edition), i.e. 3 years, which is applicable to all employees who have joined under the same conditions.

(ii) Railway Board’s Lr. No.E(MPP)/2009/3/10/HRRC, dated 02.03.2012 (RBE No.27/2012).     

Railway Board vide Lr. No.E(MPP)/2009/3/10/HRRC, dated 02.03.2012 (RBE No.27/2012) cited under Reference No.1  have issued revised training Module for Non-gazetted staff of Technician (Non-ITI) of Electrical Department revising the duration from 03 years to 78 weeks.

In this connection it is submiued that the candidate appointed prior ro issue of Railway Board’s letter dated 27.01.2020 (RBE No.10/2020) is still  undergoing training for a priod of 03 years whereas the junior appointed after 27.01.2020 has completed the training period or 78 weeks and regularly absorbed as Technician. (Office orders enclosed). This has resulted in anomaly in seniority and pay to the senior employees.

Railway Board vide letter dated 02.03.2012 (RBE No.27/2012) cited under Ref. No.2 in regard to revision of Training modules of Supervisors have decided that the training of the previous panel/ batch may be reduced before the date of comptetion of the training of the new batch undergoing the revised training of 12 months without affecting the course content. Thereafter, the earlier batch be allowed to join first followed by subsequent batches, after successful completion/ passing of training as per extant procedure/ practice providing them the benefit of seniority and fixation of pay as a one time exception.

In view of the Board’s letter dated 02.03.2012 (RBE No.27/2012) cited under Ref. No.2, it is requested to please clarify whether the provisions extended in the category of Supervisors may also be extended to other categories such us Technicians or otherwise.

    Now, what is the training period (78 Weeks or 3 Years) for technician joined after January 2023.
