Trade Test: RBE No.13/1986 – Reclassification of Semi Skilled Trades

Sub: Delay in the implementation of reclassification orders to various trades having Trade Test Syllabus.
1. Attention is invited to instructions contained in Para 5 of Board’s letter No.E(P&A)I-82/JC/1, dated 13.11.1982, clarification issued under item (ii) against point 3 in Board’s letter No.E(P&A)I-83/JC/2, dated 05.10.1983 and instructions contained in Board’s letter No.E(P&A)I-82/JC/1, dated 04.04.1984. It has inter alia, been laid down that in, so far as other categories of nonstandard designations in the semi skilled trades are concerned, these can be reclassified as skilled, if the job content and the trade test syllabus of these trades conform to one of the existing trades in the semi-skilled category which has been specifically covered by the reclassification orders. The position can be reviewed and the relevant trades identified in consultation with their FA&CAO. It has also been enjoined therein that after reclassification, such posts should be given proper trade designation to avoid confusion in future.
2. In their preliminary remarks in the JCM (DC) meeting held on 17/18 September, 1985, Staff Side pointed out that these orders have not been properly implemented on the Railways.
3. The Board desire that the position should be reviewed and these orders implemented within one month from the date of issue of this letter, since an assurance to this, effect has been given to the Staff Side. The local affiliates may be consulted, if considered necessary. A Compliance report may please be sent to the Board in due course.
