Stagnation Increments: RBE No.163/1986 – To Teachers

Sub:  Grant of stagnation increments to the teacher stagnating at the maximum of their pay scales.                    

Attention is invited to Board’s letter No.E(P&A)I-84/PS-5/PE-7, dated 14.09.1983, 11.11.1983 and subsequent   letter No.E(P&A)I-84/PS-5/PE-5, dated 15.11.1984 on the subject mentioned above. A doubt has been raised as to whether Principals of Railway Higher Secondary Schools who are in Group ‘A’ and drawing pay in scale Rs.1100-1600 (RS) be eligible for stagnation increments on the basis of instructions referred to above. Ministry of Transport, Department of Railways have examined the issue in consultation with the Ministry of Human Resources (Department of Education) and desire to clarify as under:

Three stagnation increments had been allowed to teachers including Principals. Librarians and Lab. Assistants working in schools w.e.f. 05.09.1982, 05.09.1983 and 05.09.1984 or thereafter as the case may be. These stagnation increments, as may be applicable, will be available only to the aforesaid categories of persons working in schools, including Principals of Railway schools in Group ‘A’ and ‘B’ in the scales of Rs.1100-1600 and Rs.650-1200 respectively but to no other category of persons even if they are equally placed but working elsewhere (i.e. in places other than Railway schools).
