Stagnation Increment: RBE No.201/1987 – 4th CPC

Sub: Recommendation of the Fourth Central Pay Commission – Grant of ad hoc increment to employees stagnating at the maximum of their scale of pay.

1.     The Government have accepted the recommendations of the Fourth Central Pay Commission contained in Para 23.10 of Part-I of their Report relating to grant of Stagnation of increments with the modification that the scheme of stagnation increment will apply to employees maximum of whose scale of pay does not exceed Rs.6700 per month.        

2.     Accordingly, in supersession of all previous orders on the subject, the President is pleased to decide that all Railway employees who have opted for RS (RP) Rules, 1986 the maximum of whose pay scale does not exceed Rs.6700 and who may reach the maximum of their revised scale of pay shall be granted one stagnation increment on completion of every 2 years at the maximum of the respective scales. The Stagnation increment shall be equivalent to the rate of the increment last drawn by them in their pay scales and shall be treated as Personal Pay. A maximum of three such increments shall be allowed. “The pay plus stagnation increment shall in no case exceed Rs.73001”.

3.     The employees against whom disciplinary cases are pending will, however, have to await the result of the pending disciplinary proceedings before being considered for the grant of this benefit.

4.     These orders will take effect from 01.01.1986.
