Sub: Annual review of cadres – Group ‘C’ and ‘D’ on Railways.
1. The Ministry of Railways have restructured a large number of cadres on a percentage basis from time to time during the recent years. Instructions have already been given earlier vide paras 1(i) and (iii) of this Ministry’s letter No.PCIII/78/UPG/8, dated 01.01.1979 and para 2 of letter No.PCIII/80/UPG/19, dated 21.01.1984 as to the manner in which the annual review should be conducted. It is reiterated that the Railway Administrations should progressively work off excess number of posts in cadres, wherever existing, over a period of time due to normal wastage and attrition. The only cadre in which excess has been permitted specifically is that of Technical Supervisors in scale Rs.840-1040 covered by restructuring orders under this Ministry’s letter No.PCIII/83/UPG/3, dated 01.05.1984 (reference to Note (2) to Annexure ‘A’). In all other cases there is no relaxation.
2. It may be ensured that annual review of cadres is carried out duly vetted by FA and CAO regularly.
