Special Pay: RBE No.67/1986 – Staff Posted in PCO

Sub:  Posting in PCO – Grant of special pay – Regarding.

1.     It has come to the notice of the Board that in some cases staff in PCO have been posted on their own request. As the Railway Administrations are aware, posting in PCO is regulated in terms of instructions contained in Board’s letter No.E(NG)59/SR6/22, dated 22.04.1963, E(NG)I-78/SR6/44, dated 09.06.1978 as amended/ clarified from time to time and letter No.E(NG)I-79/PM1-242 (DC/JCM), dated 13.09.1984. In terms of instructions contained in these letters, posts in PCO are to be treated as ex-cadre posts and posting of staff in PCO will be on the basis of selection or non-selection, as the case may be. Accordingly, the Board wish to clarify that posting of staff in PCO on own request is not covered by the extant instructions. The posting in PCO should be strictly regulated in terms of instructions quoted above.

2.     However, the question of admissibility or otherwise of grant of special pay to such staff on posting in PCO on their own request has been under consideration of the Board for some time. The conditions regarding grant of special pay to staff posted in PCO are laid down in their letter dated 09.06.1978, read with their letter dated 13.09.1984. After considering the matter carefully, the Board have decided that the staff who have already been posted in PCO on own request, may be allowed special pay, if otherwise admissible, in terms of instructions contained in their letters of 09.06.1978 and 13.09.1984. The special pay in such cases will be granted only prospectively. The past cases decided otherwise need not be re-opened.
