Special Pay: RBE No.14/1987 – Clarifications Regarding

Sub: Clarifications regarding special pay in the revised scales recommended by the IV Pay Commission – regarding.
1. With reference to queries raised in the context of instructions contained in Board’s letter of even number dated 29th October 1986 (RBE No.213/1986), the Board desire to clarify :
(i) Where special pays were being drawn prior to 01.01.1986 as a percentage of basic pay, only the actual quantum of special pay drawn by incumbents on 31.12.1985 will stand doubled in accordance with Board’s instructions of 29.10.1986 (RBE No.213/1986), and not the percentage. The amount of special pay should be limited to the quantum arrived at by applying the existing percentages to the revised (IV Pay Commission) scales of pay. This clarification will also be applicable to special pay payable to staff of Production Control Organisations vide para 2(vi) of instructions contained in Board’s letter No.E(NG)I-79-PM1-242 (DC/JCM), dated 13.09.1984.
(it) In respect of incumbents selected on or after 01.01.1986, as also those who have retained the existing scale of pay on or after 01.01.1986, the special pay payable on a percentage basis will be double the actual amount that would have been admissible on the ‘notional pay’ in the pre-revised scales of pay. The ‘notional pay’ in such cases will be inclusive of, besides pay in the pre-revised scale of pay, appropriate dearness allowance, dearness pay, additional dearness allowance, ad-hoc ADA and interim relief at the rates in force on 31.12.1985. This will be equally applicable to those who may be posted hereafter to posts carrying special pay to be determined on a percentage basis until further orders.
2. The information called for in the prescribed proforma vide Board’s letter of 29.10.1986 (RBE No.213/1986), referred to, has not been received yet from many Railways, etc. Since the target date for the completion of the review has expired on 31.12.1986, and the matter is extremely urgent, kindly ensure that the information as in the prescribed proforma, called for in Bdard’s letter of 29.10.1986 (RBE No.213/1986), is submitted positively by 10.02.1987, latest.
