Ex-Servicemen: RBE No.13/1987 – Recruitment Procedure

Sub:   Recruitment of Ex-Servicemen – Special procedure regarding.

Ref: Ministry of Railway’s letter No.E(NG)III/79/RR-1/11, dated 14.12.1980.

In the light of the recommendations of a High Level Committee on the induction of Ex-Servicemen in Government Services, the Department of Personnel and Training have issued instructions laying down a special procedure for their recruitment. Pursuant thereto the Ministry of Railways have decided that the following procedure may be followed by Railway Administrations/ Railway Recruitment Boards in respect of recruitment of Ex-Servicemen in terms of instructions in the Ministry’s letter dated 15.12.1980 cited above, as amended/ clarified from time to time:

(i)    Recruitment against vacancies for Ex-Servicemen in Group ‘C’ posts will be centralised in Headquarters office in respect of each Zonal Railway. The recruitment will be done only by one Railway Recruitment Board for each of the Zonal Railway. The following Railway Recruitment Boards are nominated for this purpose for the different Railways/ Production Units.

(ii)    For recruitment in the following categories of posts the Railway Recruitment Board will notify the vacancies for ex-servicemen separately and also conduct a separate examination:

(a) All categories comprising the non-technical popular categories (NTPC) (like office clerks, Ticket Collectors etc.)

(b) Categories like Sr.Clerks, Clerks Grade-I, Guards etc. for which one examination is held for recruitment of Graduates.

(c) Typists and Stenographers.

(iii)   In respect of the other categories, recruitment of Ex-Servicemen as per extant orders will be done by the nominated Railway Recruitment Board (vide item (i) supra) for each Zonal Railway/ Production Units but otherwise it will be a part of the recruitment done for other groups of candidates like, OC, SC, ST etc. However, the cut off point for selection of ex-servicemen in such recruitment can be fixed at a lower level, if found necessary, by the Railway Recruitment Board without, however, going below the floor level of 30%.

(iv)   Where a separate examination is held as in the case of NTPC, the advertisement will be separately issued. Where the recruitment is common, the advertisement will high-light the quota reserved for exservicemen and concessions admissible to them like age concession.

(v)   The reserved vacancies should be notified to the Director General (Resettlement) and the Rajya and Zila Sainik Boards in advance.

(vi)   The format of application for ex-servicemen as prescribed in the instructions of Department of Personnel may be adopted on the Railways also (A copy of this format is enclosed). These will be appropriately referred to or reproduced as the case may be in all Employment Notices (whether coming under (ii) or (iii) supra).

(vii) The above procedure will be followed mutatis mutandis where recruitment to Group ‘C’ posts like Artisans is done by the Railway Administrations themselves i.e. not through the Railway Recruitment Boards.

(viii)      In regard to Group ‘D’ posts, recruitment against the vacancies meant for Ex-Servicemen may be centralised at the Divisional Headquarters, workshops and other extra Divisional offices. However, Railway Administration may club one or more workshops or other extra divisional office, as may be found convenient, for this purpose. This recruitment (to Group ‘D’) will be done separately by each of these Units. (Attention in this connection is invited to this Ministry’s letter No.E(NG)II/84/CL/92, dated 15.12.1984 regarding absorption of casual labour in Group ‘D’ vacancies arising from time to time vis-à-vis filling vacancies in Group ‘D’ reserved for ex-servicemen.)
