Shram Awards: RBE No.71/1986 – Prime Minister’s Shram Awards – Procedure

Sub: Prime Minister’s Shram Awards – A scheme for recognition of outstanding contribution by ‘Labour’.
Reference instructions contained in Department of Railways’ letter No.E(G)85 AW1-11, dated 28.10.1985 (RBE No.294/1985) on the above noted subject.
The Department of Railways desire that full particulars in respect of each workman who may be recommended for the award(s) in question may be furnished in the proforma prescribed by the Ministry of Labour as in Annexure-I. Eight copies of this proforma neatly typed in double space on one side of the paper are required to be sent so as to reach this office as early as possible and latest by 30th April, 1986. In giving these particulars, requirements given on the back of the proforma should be kept in view.
In making recommendations, it may be ensured that the recipients of awards (i) are worthy of high distinction, (ii) workmen proposed for the award enjoy good reputation and respectability in their fields (iii) and have not come in for adverse notice or criticism for any lapse in his/her professional social conduct.
A copy of the Scheme entitled ‘Prime Minister’s Shram Awards’ along with the latest guidelines for selection of workmen for awards has been enclosed as Annexure II.

Requirements to be kept in view for filling up the proforma:-
(a) the full name (with correct spellings) should be given against item 1 of the Annexure (initials being expanded) and in both Roman and Devanagari script.
(b) The address to be given against item 3 should be complete to enable Government to consult the workman in case he or she is chosen for the award. The telephone number etc., if any, may also be given.
(c) If a workman recommended has been given any award or was recommended for the same in earlier years, the name of the award conferred/ recommended and the year in which the award was given or recommended should be given against item 8.
(d) The citation in item 11 should contain a brief biographical sketch and, in addition, give adequate description of the principal activities, attainments and contributions in the field of productivity, proven innovative abilities, presence of mind and exceptional courage which justify the award. The citation is intended to be published if the workmen is chosen for the award and should be factually correct. It should not be too long, not more than two pages, into which all essential facts can normally be compressed. If, for purposes of deciding the case, any further details are considered necessary, they should be furnished as an Annexure.
(e) The qualification to be given in item 4 should also include the trade/ technical training etc. undertaken by the Workman.
(f) Duties in item 6 should clearly indicate the responsibilities attached to the post held by the workman
(g) Brief history of service in item 7 should cover the entire period from beginning with present and previous employers where relevant.
(h) In item 9, the suitability of workman to receive award if so chosen, should be examined from all angles including vigilance clearance.
ANNEXURE-II
Prime Minister’s Shram Awards:
The Government of India, Ministry of Labour have introduced a scheme entitled ‘Prime Minister’s Shram Awards’ to workmen in recognition of their outstanding contribution towards production and for showing exemplary zeal and enthusiasm in the discharge of their duties. These awards would be announced every year on the eve of the Independence Day – the 15th August. The awards in the order of precedence, are Shram Ratna, Sram Bhushan, Shram Vir, and Shram Shri/ Shram Devi. The Cash prize and the number of such awards in a year would be as follows:

While the total number of awards in one year would be ten, in case awards for any one or more categories are not being given, these can be distributed among the other categories. Besides the cash prize the awardees would also receive a ‘Sanad’, by the Prime Minister.
2. While the awards for the year 1985 were presented in favour of workmen in the Departmental Undertakings of Central Government and the Central Public Sector Undertakings, from this year (1986) onwards workmen (as defined in the Industrial Disputes Act, 1947) in the State Departmental Undertakings and State Public Sector Undertakings are also eligible for grant of the Awards.
3. The guidelines for selection of workmen for Shram Awards are as follows:
Guidelines for selection of workmen for Shram awards
1. The awards will be given to persons covered by the definition of workmen under the Industrial Disputes Act, 1947. However, mainly those workmen will be eligible for award who are engaged in manufacturing and productive processes, and whose performance is assessable. Workers solely engaged in routine service duties would not be eligible.
2. Awards will be given to workmen who have a distinguished record of performance, devotion to duty of a high order, specific contribution in the field of productivity, proven innovative abilities, presence of mind and exceptional courage. The awards may be given to those workmen also who have made supreme sacrifice of laying down their lives in the conscientious discharge of the duties.
Shram Ratna, being the highest award will go to a worker of really outstanding calibre in the above mentioned fields.
Shram Bhushan, will be awarded to workers who have made exceptional contribution in productivity/ production and had also shown innovative abilities of high order.
Shram Vir, will be awarded to workers who have a continuous record of dedicated service and high order of productivity.
Shram Shri/ Shram Devi, will be awarded to workers who have shown exceptional zeal and enthusiasm for work and have had significant contribution towards productivity.
3. Adequate coverage should be given to workers in major important sectors of industries like engineering, textiles, steel, plantations, oil exploration/ processing/ distribution and hazardous industries where the conditions of work are particularly onerous. Persons working in important departmental undertakings like those under the Defence Productions, Ministry of Finance and the Ministry of Works and Housing etc., should also be given adequate coverage.
4. There should be adequate representation of women and handicapped workers who have made outstanding contribution in the areas specified above.
5. While selecting awardees, proper care would be taken to select people from all the regions.
6. Before recommending names for awards, the sponsoring Department/ Ministry would satisfy themselves that the persons recommended are suitable in all respects. After a preliminary selection is made the Department/ Ministries will also have to ascertain from the awardees about their willingness to accept the awards.
