Shram Awards: RBE No.47/1987 – Recognition of Outstanding Contribution by Labour

Sub: Prime Minister’s Shram Awards, 1987 – a scheme for recognition of outstanding contribution by labour.

Reference instructions contained in Board’s letter No.E(G)86 AW1-10, dated 04.04.1986 (RBE No.71/1986).

The Ministry of Railways desire that full particulars in respect of the workmen recommended for the award(s) in question may be forwarded in the proforma prescribed by the Ministry of Labour as in Annexure-I. 10 copies of this proforma neatly typed in double space on one side of the paper are required to be sent so as to reach this Office as early as possible and latest by 31.03.1987. In giving these particulars, the scope of the scheme, eligibility conditions and guidelines for selection of workmen etc., as contained in Annexure-II, should be kept in view. In view of the high distinction that the awards confer on the workmen, it is necessary that the selection of the workmen for the award is made with utmost care. At the same time, it must also be ensured that workmen who have made significant contributions in the areas mentioned in the scheme are not overlooked.

The citation in respect of the person recommended should contain a brief biographical sketch and, in addition, give adequate description of the principal activities, attainments, and contributions in the field of productivity, proven innovative abilities, presence of mind and exceptional courage which justifies the award. It should not be too long, not more than 2 pages, into which all essential facts could normally be compressed. If, however, for the purpose of deciding the case, any further details are considered necessary, these should be furnished in the Annexure.

In making recommendations, it may also be ensured that the workmen proposed for awards are worthy of the high distinction enjoy good reputation and respectability in their fields and have not come in for any adverse notice or criticism for any lapse in their professional/ social conduct. It may also be ensured that adequate representation/ attention is given to women workers and handicapped workers.

ANNEXURE-II

Prime Minister’s Shram Awards: the scheme

Scope:

The awards will be presented to the workmen (as defined in the Industrial Disputes Act, 1947) employed in the Departmental Undertakings of the Central and State Governments and Central and State Public Sector Undertakings and engaged in manufacturing and productive processes and whose performance is assessable. Workmen solely engaged in routine service duties would not be eligible.

Details of Awards:

The awards in the order of precedence are SHRAM RATNA, SHRAM BHUSAN, SHRAM VIR and SHRAM SHRI/ SHRAM DEVI. The cash prize and the number of such awards in a year should be as follows:

While the total number of awards in one year would be ten, in case awards for any one or more categories are not being given, these can be distributed among the other categories. Besides the cash prize, the awardees would also receive a ‘SANAD’ from the Prime Minister.

Eligibility for awards:

SHRAM RATNA, being the highest award will go to a worker of really outstanding calibre.

SHRAM BHUSAN, will be awarded to workers who have made exceptional contribution in productivity/ production and have also shown innovative abilities of high order.

SHRAM VIR will be awarded to workers who have a continuous record of dedicated service and high order of productivity.

SHRAM SHREE/ SHRAM DEVI will be awarded to workers who have shown exceptional zeal and enthusiasm for work and have had significant contribution towards productivity.

Awards will be given to workmen who have a distinguished record of performance, devotion to duty of a high order, specific contribution in the field of productivity, proven innovative abilities, presence of mind and exceptional courage. The awards may be given to those workmen also who have made supreme sacrifice of laying down their lives in the conscientious discharge of their duties.

Adequate representation will be given to women and handicapped workers who have made outstanding contribution in areas specified above.

Period:

The awards will be announced on the eve of INDEPENDENCE DAY, every year.

Recommendations for awards:

Ministry of Labour invites recommendations for grant of awards sometimes in the beginning of every year. The nominations are to be routed through the Administrative Central Ministry/ State Government along with their recommendations so as to reach the Ministry of Labour latest by the 30th May every year accompanied with full citation, containing the personal particulars of the individuals recommended and highlighting also the achievement of the workman which merit conferment of an award.

Guidelines for selection of workers for Shram awards:

1. The awards will be given to workmen who have distinguished record of performance, devotion to duty of a high order, specific contribution in the field of productivity, proven innovative abilities, presence of mind and exceptional courage. The awards may be given to those workmen also who have made supreme sacrifice of laying down their lives in the conscientious discharge of their duties.

2.     Adequate coverage should be given to workers in major important sectors of industry like engineering, textiles, mining (both coal and non-coal) including oil, fertilizers, steel, plantations, oil exploration/ processing/ distribution and other hazardous industries where the conditions of working are particularly onerous. Persons working in important departmental undertakings like those under the Defence Production, Ministry of Finance and Ministry of Urban Development etc., should also be given adequate coverage.

3.     There should be adequate representation of women and handicapped workers who have made outstanding contribution in the areas specified above.

4.     Before recommending names for awards, the sponsoring Department/ Ministry would satisfy themselves that the person(s) recommended are suitable in all respects. After a preliminary selection is made, the Department/ Ministry will also have to ascertain from the awardees about their willingness to accept the award.
