Sub:   Seniority of Staff transferred from one Railway etc. to another at their own request.

Attention is invited to the Board’s letter No.E(NG) 65-SR 6/31, dated 01.12.1966 wherein the Board had clarified that the principle laid down in their earlier letter No.E 55-SR 6/6/3, dated 19.05.1955 covers all existing confirmed, officiating and temporary employees. However, clarifications in this regard are still being sought. The Board desire to point out that in cases where a Railway servant is transferred from one Railway to another at his own request, the transferred railway servant should be placed below all existing confirmed as well as officiating and temporary railway servants in the relevant grade in the promotion group in the new Establishment, irrespective of his date of confirmation of length of officiating or temporary service.

This principle equally applies to cases of transfer on request from one cadre/ Division to another cadre/ Division on the same Railway.
