Sub: Revival of Special Cells for monitoring 10 hrs. duty of running staff s.
Duty hours of running staff have been constantly engaging the attention of Ministry of Railways. From the statements received in Railway Board’s Office, it is seen that the position regarding duty hours of running staff has deteriorated since the disbanding of Special Cells for monitoring of 10 hrs. duty.
Board, therefore, have decided that Railways should set up Special Cells on similar lines as was done in 1973 in terms of Board’s letter No.73 E(GC) 5-108, dated 08.11.1973. These Cells will function under the overall control of COPS.
Board have also decided that the Special Cells now should be set up without creating any additional posts and should be manned by existing staff/ officers by re-adjustment of duties. These Special Cells should start working within a fortnight.
The broad responsibilities of the Special Cell will be as under:
(i) Monitoring the duty hours of running staff at terminal points and on road with a view to effect improvement.
(ii) Devising ways and means for effecting a substantial improvement in train ordering, Crew ordering and train control arrangement so as to reduce pre-departure and post-arrival detentions to the staff.
(iii) Exercising strict control over detentions to the crews at stations/ yards.
(iv) Keeping a very close watch over the duty hours of running staff in those sections in which the duty hours have been found excessively high and devise ways and means to improve the pattern of working in these sections so that the duty hours are brought under control.
(v) To prepare fortnightly statistics for the duty hours of running staff analysing the same for taking measures for effecting improvement.
Fortnightly statistics of the duty hours, division wise, of running staff should also be sent to Railway Board as per proforma attached. Detailed comments should also be furnished of the duty hours performed in excess of 10 from ‘signing on’.
