Restructuring: RBE No.285/1987 – Accounts Staff

Sub: Restructuring of Accounts staff – Promotion to grade Rs.2000-3200/ 1400-2600.

1.     Reference this Ministry’s letter No.E(NG)I-86-PM9/4, dated 27.08.1987 (RBE No.222/1987) on the above subject.        

2.     The number “E(NG)I-86-PM9/4” of the letter dated 27.08.1987 (RBE No.222/1987) referred to above may be corrected to read as “E(NG)I-86-PM9/8”.       

3.     Further, in continuation of this Ministry’s letters of even number dated 14.01.1987 (RBE No.04/1987) and 27.08.1987 (RBE No.222/1987) and PC-IV/86-Imp/30, dated 18.06.1987 (RBE No.158/1987) containing instructions regarding restructuring/ promotion of Accounts staff, the  Ministry of Railways have decided as under : 

(i)    The staff in grade Rs.950-1500 in the Accounts Department will henceforth be designated as Accounts Clerks instead of CG-II as at present. 

(ii)    The Post of Accounts Assistant in scale Rs.1400-2600 will be classified as “Non-selection”. 

(iii)   Accounts Clerks in scale Rs.950-1500 promoted on seniority-cum-suitability basis as Junior Accounts Assistant in scale Rs.1200-2040 will be further eligible for promotion as Accounts Assistant in scale       Rs.1400-2600 without the condition of passing Appendix-II examination. This is in partial modification of Para 2(i) of this Ministry’s letter of even number dated 27.08.1987 (RBE No.222/1987)

(iv)  Such of the staff in grade Rs.2000-3200 as are holding the grade as personal to them will continue to hold the grade as personal if they are not covered by the up-gradation though they will be adjusted     against 80% of posts in scale Rs.2000-3200. 

(v)   There is no need to adjudge the suitability of the staff who are holding the grade Rs.2000-3200 as personal to them as and when their turn comes for appointment to the grade on regular basis. There is also no need for re-fixation of their pay as they will continue in the same grade. 

(vi)   However, if junior employees in scale Rs.1640-2900 get higher fixation in scale Rs.2000-3200 by application of FR-22C compared to their seniors as are covered under (v) above, the seniors will be      given stepping up of pay as per the extant orders for stepping up  of pay in such cases.

(vii) Employees who had retired or quit service but would have become eligible for promotion to grades Rs.1400-2600/ 2000-3200 because of retrospective application shall also be entitled to the benefit under restructuring including payment of arrears and settlement dues.
