Restructuring: RBE No.172/1985 – Railway Protection Force

Sub: Restructuring of Group C & D cadres of Railway Protection Force/ Railway Protection Special Force – Ancillary staff.
1. The Ministry of Railways in their letter of even number dated 06.02.1984 had sanctioned the upgradation of 160 posts of Rakshak Followers viz. Cooks, Kahars, Barbers, Dhobis, Sweepers in grade Rs.200-250 + 210-270 as Head Rakshak in grade Rs.225-308. Subsequently the Chief Security Officers of all Zonal Railways including RPSF, were advised vide Telegram No.84-Sec.(E)/130/2, dated 05.06.1984 not to implement the upgradation of Follower staff as it did not cover all the categories of Followers and certain other features.
2.1 After further consideration, the Ministry of Railways have decided that in partial supersession of the orders of 06.02.1984, the cadre of Followers should be restructured in the following manner:-
Rakshak | Rs.200-240 & 200-250 | 50% |
Sr. Rakshak | Rs.210-270 | 40% |
Head Rakshak | Rs.225-308 | 10% |
2.2 Since the Cooks and Kahars are a separate category, they may be restructured separately as distinct from other Followers – like Dhobi, Barbar, Mali, etc. Wherever the posts of Followers in scale Rs.210-270 are in excess of the prescribed percentage, the excess may be worked off progressively by annual reviews.
2.3 While implementing the restructuring, 40% and 10% of the total aggregated posts of Followers should be placed in scale Rs.210-270 and Rs.225-308, respectively. The balance 50% will remain in their existing scales Rs.200-240 & 200-250, as the case may be.
3. The actual distribution and pin pointing of the upgraded posts in various categories may be decided in consultation with the Chief Security Officers of the zonal railways.
4. Other conditions applicable to the restructuring orders issued under letter of even number dated 06.02.1984 and clarifications issued under letter No.84-Sec.(E)/130/2, dated 31.03.1984 will equally apply to this order.
5. The requirements of funds for this purpose, may, for the present, be met by re-appropriation from within the existing Budget allotments under the relevant grants. Additional requirements of funds needed for the current year should be assessed and reflected in the revised estimates for 1985-86.
