Sub: Restructuring of certain categories of RPF/RPSF staff who perform artisan duties – application of revised percentages applicable to open line and workshop categories – reg.

1.     In terms of Board’s letter of even number dated 16.08.1984, the revised distribution ratios of 20:25:55 applicable to open line establishments etc. have been made applicable to staff who have been placed in artisan grades Rs.260-400 and above in the RPF/RPSF. With the issue of Board’s letter No.E(P&A)I-82/JC/1, dated 10.07.1985 (RBE No.207/1985), revising further these percentage of distribution ratios to 30:35:35 in the case of open line establishments etc., Department of Railways have now decided as under:-

(i)    The present distribution ratios of 20:25:55 of skilled posts of artisans in the RPF/RPSF should be uniformly revised as 30:35:35 as indicated below:

35%Rs.330-480HRK (Gr-II)Corresponding functional designations
35%Rs.260-400HRK (Gr-III)Corresponding functional designations

(ii)    The cadre as on 01.05.1986 is to be taken for determining percentage distribution.

(iii) Fixation of pay in respect of staff restructured as indicated above will be with effect from 1st May, 1986, under Rule 2018-B (FR 22C) R-II and this benefit will also be applicable to chain/ resultant vacancies which arise on account of implementation of this revised distribution ratio.

(iv) All promotions which may become due, as a result of application of skilled and highly skilled percentages from grade Rs.260-400 and above in higher grades in terms of these orders will be subject to the eligible employees passing the prescribed trade test as stipulated for the corresponding category in open line  establishment, etc. As at present, the trade test will be conducted by officers of Mechanical Department. Since the categories correspond to open line and workshop artisan categories, any orders issued from time to time in regard to revision/ updating of the relevant trade tests syllabi in these categories in open line establishments etc. will also be applicable to staff in same categories in the RPF/RPSF.

(v) The date of effect will be uniformly 01.05.1986 for all first promotions second and subsequent promotions (unlikely but possible) being from actual date.

(vi) Promotions made from 01.05.1986 till date of implementation of the order to be adjusted against restructured vacancies filled by regular selection and effective from actual date of promotion.

(vii) The existing orders and rules in regard to reservation for SC/ST will continue to apply while filling up vacancies arising as a result of this reclassification.

(viii) It may be noted that, notwithstanding the application of artisan grades and percentages there will be no change in the designation which is basically allotted to the staff on hierarchical basis. Accordingly there will also be no change in nature of duties and responsibilities or th e chain of command. Notwithstanding the allotment of higher grades, the staff will continue to perform the duties attached to the basic hierarchical designation and position in the chain command will continue to remain the same, as for example, HRK.

2. The requirement of funds for this purpose may be met by re-appropriation from within the existing budget allotments under the relevant grant.

3. This has the sanction of the President and issues with the concurrence of the Finance Directorate of the Department of Railways.
