Sub: Issue of Residential Card Passes to physically handicapped Railway employees.
1. Arising out of reference received from the All India Railwaymen’s Federation, the question of issuing higher class residential card passes to the physically handicapped Railway employees on compassionate grounds has been under consideration of the Ministry of Railways for sometime past. After taking into account all relevant factors, Board have decided as under:
(i) Higher class (I Class) suburban residential card passes may be issued to the railway employees who are actually eligible for second class passes provided their physical disability can be certified by the DMO in any of the following cases:
(a) when both hands are incapacitated;
(b) not having one leg either below or above knee using artificial limb;
(c) not having both legs or above the knee and using artificial limb.
(ii) The above concession will continue till such-time the employee concerned becomes eligible for First Class suburban travel in terms of revised pay limits.
2. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.
