RBE No. 96/2006: RELHS 97 – Clarification

Sub: Option for Outdoor Medical Facilities to the newly enrolled RELHS-97 beneficiaries – Clarification.

1.     Some Rail pensioners who were drawing Fixed Medical Allowance of Rs.100 per month have enrolled themselves as beneficiaries of RELHS by availing the opportunity which was extended to them in terms of Board’s letter No.2003/H/281/1/RELHS, dated 28.01.2005 (RBE No. 01/2005). In the PNM Meeting with NFIR, the Staff side has pointed out that such new enrolled members of RELHS are not being allowed to opt for Outdoor Medical Facilities since they had already opted for Fixed Medical Allowance of Rs.100 per month.

2.     The matter has been examined and it has been decided that the new entrants in the RELHS-97 should be allowed option to switch over from claiming Fixed Medical Allowance to availing OPD facilities. This would naturally, lead to their becoming ineligible for FMA. This option may not be reckoned as one-time change of option permitted in terms of Board’s letter No.PC-V/98/I/7/1/1, dated 15.07.2002 (RBE No. 107/2002) add may be treated as exclusive for the new entrants.
