RBE No. 95/1985: Selection – Moderation by way of Awarding Grace Marks

Sub: Selection procedure for filling up non-gazetted selection posts – Moderation by way of awarding grace marks.
1. Reference this Ministry’s letter No.E(NG)I-67-PM1-212, dated 25.02.1971 on the above subject (copy enclosed for ready reference).
2. As the Railway Administrations etc. are aware, in terms of Para 1(iii) of this Ministry’s aforesaid letter, dated 25.02.1971, moderation by way of awarding grace marks to candidates shall not be resorted to without the authority of the Selection Board.
2.1 The matter was discussed in the conference of Chief Vigilance Officers of the Indian Railways etc. held in the Board’s office on 10/15.11.1983. The consensus which emerged was that: (a) award of grace marks should be stopped, and (b) no moderation should be allowed except with the authority of the full Selection Board or the authority competent to accept the recommendation of the Selection Board.
2.2 It may be stated here that while the extant instructions to not provide for awarding of grace marks in individual cases, in so far as moderation of results is concerned, instructions contained in the Ministry’s letter, dated 25.02.1971 ibid will continue to apply.
3. The Ministry of Railways would like to reiterate that while moderation of result should be strictly in accordance with para 1(iii) of their letter, dated 25.02.1971, no grace marks should be awarded in individual cases. These instructions may be notified for information and guidance of the Selection Boards.
