RBE No. 87/1999: Promotion – Trade Test – Unskilled to Semiskilled

Sub: latest for promotion from industrial to Semi skilled grade as Khalasi helper.

1. It has been advised vide Ministry of Railway’s (Railway Board’s) letter of even number dated 09.02.1998, that wherever a specific Trade Test has been prescribed for promotion from Khalasi to Khalasi Helper (Semi Skilled grade) the same should be applied. Where no specific Trade Test is available, the promotion from Khalasi to Khalasi Helper should be on the basis of suitable Aptitude Tests.
2. The issue was discussed in the DC/JCM meeting as a result of a demand raised by the Staff Side. It is accordingly clarified that promotion from Khalasi to Khalasi Helper should be on the basis of suitable Aptitude Test evolved locally, except for promotion from Khalasi to Khalasi Helper in the following erstwhile semi-skilled Trades which will continue on the basis of trade test prescribed.
