Sub: Use of Staff Cars/ Service Vehicle for non-duty purposes – Prohibiting of.

1. Reference instructions contained in Railway Ministry’s letter No.E(G)79 AL4-13, dated 26.10.1979 as further clarified vide their letters No.E(G)79 AL4/13, dated 08.01.1980 and No.E(G)81 AL4-5, dated 04.08.1981, on the above noted subject.
2. The Ministry of Railway have reviewed the matter in the light of the difficulties being experienced by the Railway employees posted in far off localities/ remote areas as well as well as the practice being followed in Defence Services establishments and have decided that the use of Government Service vehicles for transporting children of Railway employees to school on payment may be allowed, wherever there is genuine hardship on account of absence/ inadequacy of reasonable public transport or where there is any service disruption of transport arrangements made by the School authorities themselves. Such use may be permitted, ensuring that the Government work does not suffer on this account.
3. All the existing arrangements should be reviewed in consultation with the FA&CAO and ratified or surrendered with General Manager’s personal approval. Therefore any extension of the facility should be sanctioned by the General Manager personally with the concurrence of FA&CAO. This power should not be re-delegated to any lower authority.
4. The charges for the purpose may be settled by the General Managers themselves in consultation with FA&CAO.
5. Buses/ Vehicles for the exclusive needs of transportation of children to schools may not be normally justified but the exceptional cases of stations where there is total absence of any pocket transport system General Managers could consider such facilities under DF-staff Welfare, when the facility is not exclusive to any particular group, but to the generality of the Railway population involved. These powers may be exercised by General Managers personally but sparingly and always with the concurrence of the FA&CAO.
6. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.
