RBE No. 71/2015: OBC – Separate Liaison Officer

Sub: Nomination of separate Liaison Officer for looking after matters relating to OBCs – reg.

1. The issue of nomination of Liaison Officer for looking after the work relating to reservation for OBCs was reviewed from time to time in Board’s office. In this regard, instructions had also been issued by DOP&T from time to time re-iterating nominating separate Liaison Officer for OBCs. Earlier, detailed instructions in this regard was also issued vide Board’s letter of even number dated 05.09.1997 (RBE No. 119/1997). However, the same was implemented in the Railways and the Liaison Officer looking after the reservation matters for SC/STs are also looking after the reservation matters of OBCs in view of the fact that the roster for SC/ST/OBCs are common.
2. In the Oral evidence of few Zonal Railways taken up by the Parliament Committee on OBC recently held on 10.06.2015 and 22.06.2015, the Hon’ble Chairman of the committee had expressed his displeasure regarding non-nomination of separate Liaison Officer for OBCs as per the directions of the nodal Ministry i.e. Ministry of Personnel, Public Grievances and Pensions (DOP&T). As such the August Committee has insisted for nomination of separate Liaison Officer belonging to OBC communities for looking after the work relating to reservation for OBCs.
3. In view of the observations/ recommendations of the above Committee, it has now been decided to nominate a separate Liaison Officer for Other Backward Classes (OBCs) who would be entrusted with the responsibility of looking after the reservation matters relating to OBCs.
4. It is therefore advised that an officer of Personnel Department not below the rank of JA Grade/ Sr. Scale belonging to OBC community may be nominated to act as Listen Officer for OBCs in the Zonal Railways/ Production Units/ Divisional Offices/ Workshops etc. He shall vet all the roster registers & indents for recruitment of OBCs now being maintained in the Reservation Cell and would also look after the matters relating to All India OBC Railway Employees Federation/ Associations.
5. In case, an OBC Officer is not available on a Division, General Manager can nominate a suitable Officer from Headquarter or one of the adjoining Division/ extra Divisional offices to perform the duties of Liaison Officer on such Division. The work of Liaison Officer for OBCs will be in addition to their own duties already assigned. The duties of such Liaison Officer nominated for OBCs should be as laid down in Board’s letter of even number dated 05.09.1997 (RBE No. 119/1997), mentioned above.
6. Necessary action may please be taken immediately and compliance reported to this office within a fortnight along with the details of the nominated officers at various levels.
