RBE No. 70/1985: Central Government Employees Group Insurance Scheme – CGEGIS – Review

The Note, referred to in para 5 of Annexure II of the Board’s letter quoted above, is sent herewith.
Note regarding collection of data in respect of the review of Central Government Employees Group Insurance Scheme, 1980 (CGEGIS) as on 31st December, 1980.
1. Following particulars will be required in connection with the above mentioned review:-
(i) Number of members of the scheme at each age nearest birthday, separately for each of the Group A, B, C and D, as on 1st January of each of the Year 1982 to 1985 (both inclusive).
(ii) Number of members coming under observation on promotion from lower Groups, at each age nearest birthday as on 1st January of each of the Year 1983, 1984 and 1985, included in the computation under (i) above, separately for Groups A, B and C.
(iii) Number of members who have entered into Central Government Service or come under observation on transfers from other Department during each of the three years i.e. 1982, 1983 and 1984, according to nearest age on the date of entry or transfer, as the case may be, separately for the four Groups.
(iv) Number of members who have died during each of the years 1982, 1983 and 1984 classified according to age nearest birthday on the date of death. This should also be made available separately for each Group of employees.
(v) Number of members, who have retired, resigned, dismissed, promoted to higher Groups, transfer to other Departments, etc. during each of the three years, according to nearest age at exit, separately for the for Groups. Number of exists according to various reasons for suggestion of membership should also be indicated separately in the aforesaid classification.
2. In the above computation following points may be noted:-
(i) Promotion only on regular basis should be taken into account.
(ii) While computing the number of details under para 1(iv) above, deaths amongst both the categories of employees, that is to say, those subscribing to Insurance Fund only and to both Insurance Fund and Savings Fund (vide Sections I and II of Form No.9) appended to the Central Government Employees Group Insurance Scheme, 1980 (CGEGIS), will have to be taken into account.
(iii) In respect of promotion to higher Groups, for the purpose of computation under para 1(v) above, the employees promoted should be classified according to age nearest birthday on the date of their promotions and not on 1st Jan., following the said date.
(iv) As clarified in sub-para (ii) above of this para, the exists amongst both the categories of employees will have to be taken into account for the purpose of computation under para 1(iv) above.
3. While forwarding the requisite particulars to some centralized place (which will be decided in due course) the Heads of the Office will have to append a certificate to the effect that the requisite particulars have been included in the prescribed proforma, in respect of all those employees who were the members of the Scheme for any time during the period from 01.01.1982 to 31.12.1984, and no case has been excluded from the investigation.
4. Further, the Heads of the Office will have to ensure that as there is normally sometime lag between the date of death and the date of reporting such death to the concerned authorities, all the death cases including late reported deaths have been correctly allocated to their respective year of deaths.
