RBE No. 69/2006: ACRs – Running Staff

Sub: Command structure, promotion and seniority of loco running staff and procedure for writing of ACRs of Mechanical and Electrical officers looking after Loco running branch.

1.     Reference this Ministry’s letter No.E(G)2004/EC-1-1, dated 22.09.2004 regarding command structure  of loco running  staff.

2.     In continuation of this Ministry’s letter dated 22.09.2004 referred to above, the Ministry of Railways have taken the following decisions:-

(i)    All new entrants recruited directly from open market through Railway Recruitment Boards or by induction by selection from Diesel/ Electric Loco Sheds  etc. as Asstt. Loco Pilots (Diesel) and Asstt. Loco Pilots (Electric) in grade Rs.3050-4590 will be borne in a common seniority, after they have passed technical compulsory test for both types of traction; Passing technical tests for both types of traction may be dispensed with on Divisions with only one type of traction or for a temporary period with the personal approval of the General Manager.

(ii)    Wherever separate cadres exist their merger may be considered applying analogy of sub-para (i) of this Ministry’s letter No.E(G)2004/EC-1-1, dated 22.09.2004;

(iii) Control at Divisional levels:

For day to day working electric and diesel crew report separately to officers of the two departments. The day-to-day technical control of working includes assigning of duty, performance monitoring, control of leave, annual confidential report etc. Administrative control of the cadre in a division will be given to the Deptt. which has more than 60% on roll staff.

(iv)   Control at Railway Board’s level:

(a)  EDME (Tr)/ Adv. Eect (RS) will deal with all technical matters viz. Mechanical and Electrical; and

(b) All administrative/ establishment matters shall be dealt with by AM (Traffic) with assistance of Mech./ Electrical Directorates. This will involve, dealing with Unions, 10 hours rule, cadre reviews, training, Guard/ Drivers Boxes, unification of Lobby crew links/ runs, inter Railway transfer of staff/ links etc.

3.     Further, in continuation to this Ministry’s letter No.2005/SCC/3/13, dated 26.09.2005 on the issue of procedure for writing of ACRs of mechanical and Electrical officers looking after Loco running branch, it has now been decided that the ACRs of officers of loco running branch, irrespective of grade, shall be countersigned by Chief Operations Manager of the Zonal Railways hereinafter. Accordingly, the procedure for writing of ACRs of officers of Mechanical and Electrical Departments working in Loco running branch will be as under:
